Finance Manager
Trillium Staffing is now seeking a Finance Manager for Direct Hire in Green Bay, WI!
This is an onsite position. Annual salary is $79,000–$105,000/year. Schedule is M-F 8:00 AM - 4:30 PM.
A large, mission-driven public sector organization in Northeast Wisconsin is seeking a Finance Manager to lead budgeting, financial operations, and business information services for a complex Health & Human Services department. The Finance Manager will support multiple divisions, including business operations, a community treatment center (skilled nursing facility, psychiatric hospital, CBRF), community-based human services programs, and public health.
Reporting to the Director of Finance, the Finance Manager will also be cross-trained across other county-level financial functions, ensuring comprehensive oversight of departmental finances.
Essential Duties & Responsibilities
-Direct the planning, organization, and development of budgetary, business, and information services initiatives within federal, state, and local guidelines.
-Plan, organize, and prepare the annual Health & Human Services budget in accordance with state and administrative requirements.
-Partner with department leadership to communicate budget goals, objectives, and facilitate the budget development process.
-Monitor expenditures and charges to ensure compliance with budget limitations while maximizing state and federal funding.
-Oversee day-to-day financial operations including accounting, forecasting, billing, collections, reporting, payroll, purchasing, and protective payee functions.
-Conduct ongoing strategic analysis of revenue streams to optimize funding and financial performance.
-Implement and continuously evaluate operational effectiveness across billing, accounts payable & receivable, audits, forecasting, internal controls, grants, reporting, purchasing, payroll, protective payee, and budgeting.
-Supervise accounting staff, including assignments, training, evaluations, and personnel decisions.
-Prepare and present monthly financial forecasts and ad hoc analyses to departmental leadership.
-Represent the department in local and state financial groups and serve as a liaison for Medicaid and audits.

Qualifications
Education & Experience:
-Master’s degree in Accounting, Finance, or a related business field preferred
-CPA strongly preferred
-Minimum five (5) years of progressively responsible financial management experience
-Equivalent combinations of education, training, and experience will be considered
Skills & Abilities:
-Proven leadership and management experience
-Advanced budgeting, revenue, and financial control expertise
-Ability to collaborate across departments
-Knowledge of federal/state governmental accounting and human services programs
-Strong analytical, communication, and supervisory skills
-Experience in Healthcare or Medicaid experience is a plus.
-Licenses & Certifications:
-Valid Wisconsin Driver’s License
-CPA (strongly preferred)
