Operations Manager
Trillium Construction is now seeking an Operations Manager – Traffic Control in York, Pennsylvania for a direct-hire opportunity!
Annual salary is $75,000–$85,000 base salary + 10% bonus.
The Operations Manager is responsible for overseeing the day-to-day traffic control operations within the assigned area. This role manages crews, equipment, safety compliance, customer relationships, and financial performance. The position requires strong operational leadership, P&L accountability, and hands-on involvement in field operations to ensure customer satisfaction and operational excellence.
Key Responsibilities
Operations & Leadership
-Manage daily operations of traffic control crews and equipment, including remote job sites
-Provide hands-on leadership and perform traffic control and operational duties as needed
-Train, coach, and develop employees with a strong focus on safety and compliance
-Evaluate performance and contribute to hiring, discipline, and termination decisions
Customer & Municipal Relations
-Serve as the primary representative to municipalities and customers
-Handle project notifications, permits, scheduling, and compliance with local regulations
-Professionally manage scope changes, disputes, and customer concerns
Financial & Administrative Oversight
-Own branch-level production, revenue, and profitability with full P&L responsibility
-Coordinate with estimating teams to align production capacity and resolve critical path issues
-Collaborate with accounting on billing, revenue recognition, forecasting, and reporting
-Maintain accurate production reporting and weekly revenue forecasts
Planning, Staffing & Scheduling
-Plan and schedule projects efficiently to meet deadlines and cost objectives
-Coordinate labor resources, including external labor, as needed
-Request and manage materials and equipment based on project needs
Safety & Compliance
-Oversee DOT compliance and safety programs
-Ensure employees receive required safety and operational training
-Lead by example in safety, ethics, and professionalism
Availability & Travel
-This is a high-demand role requiring availability outside standard business hours, including nights and weekends
-Travel as needed for project oversight and customer engagement

Qualifications
Knowledge & Skills
-Strong knowledge of state traffic control specifications, devices, and materials
-Solid understanding of financial statements, including P&L and balance sheets
-Proficiency in MS Excel and Word; Viewpoint experience preferred (training provided)
-Industry involvement with DOTs, trade associations, or safety coalitions preferred
Education & Experience
-Bachelor’s degree in Construction Management, Engineering, or related field preferred
-Minimum of 5 years of experience in traffic control and safety, including hands-on crew work
-Minimum of 5 years of supervisory or management experience
