Deputy Assistant Chief Information Officer

The Executive Office of Health and Human Services is comprised of 11 agencies and the MassHealth program. POSITION OVERVIEW:
The Executive Office of Health and Human Services (EOHHS) is seeking to hire an experienced Deputy Assistant Chief Information Officer (DACIO) to develop and manage the Department of Public Health Hospital System (DPHHS)and the Department of Mental Health’s (DMH) Clinical applications and data service offerings.
The Department of Mental Health (DMH), as the State Mental Health Authority, assures and provides access to services and supports to meet the mental health needs of individuals of all ages; enabling them to live, work and participate in their communities. The Bureau of Hospitals is a system of 4 multi-specialty hospitals and the State Office of Pharmacy Services (SOPS). Together, we maintain, protect, and improve the health and well-being of citizens of the Commonwealth.
The DMH/DPHHS DACIO will oversee development and maintenance efforts of MediTech, Meta Enterprise and other clinical applications. The DACIO will manage the Clinical Teams, while performing managerial and administrative guidance to other workgroups. The DACIO will also coordinate the work between IT Business Solution Teams to ensure timely and error free operation and support of all systems within the purview of the DMH and DPHH Facilities organization. The ideal candidate will seek to understand agency goals, challenges and opportunities to align IT systems accordingly. Modern management, planning, strategic forecasting, and the ability to work independently with minimal guidance, are hallmarks of this role.
The primary work location for this role will be at 25 Staniford Street Boston, Massachusetts 02114. The work schedule for this position is Monday thru Friday, 8:00AM to 4:00PM. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. The analyst is expected to occasionally travel to Regional MA offices.
Responsibilities:
• Manage and establish processes, procedures and value delivery methodologies that result in robust, scalable, secure and cost-effective technology solutions for the Agencies
• Oversee Agency initiatives that have a clinical impact and partner with other Commonwealth technology services agencies such as Executive Office of Technology and Security Service (EOTSS) and EOHHS IT
• Recommend programs and applications while supporting full Systems Development Life cycle: Requirement Definition, Analysis, Design, Development, Testing and Conversion
• Analyze deliverables such as requirement documents, detailed design documents and use cases for thoroughness and detail
• Partner with DACIO for IT Business Solutions, as well as other EOHHS departments or Agencies
• Establish and maintain performance metrics for all associated services; Manage quality control and auditing processes
• Assist in determining staffing needs and proper allocation of staff to work functions
• Maintain departmental strategic plans, knowledge base, error correction strategies and tactical processes through batch log review, consultation with end users and programming and other technical staff
• Serve as liaison between users, developers, operations management, project manager and agency personnel to establish or adjust production priorities
• Analyze requests for new or enhanced systems by reviewing documentation and consulting with end users and technical personnel to assess user needs to determine feasibility of automating solutions to user issues
• Review changes in State and Federal regulations to determine the impact on existing systems and recommend system modifications to accommodate these changes
• Participate in overarching team goals and initiatives, offering innovative, constructive ideas to further the departments’ success and growth

Preferred Qualifications:
• Minimum 5-10 years of IT related experience with project management, development, operations, hardware and infrastructure preferably in a large, complex IT healthcare environment.
• At least 3-5 years of leadership and supervisory experience with managing technical teams and the ability to complete the following tasks: performance appraisal, employee coaching, training, development, and performance management.
• Strong knowledge and hands-on experience with change management and process improvement methodologies.
• Extensive knowledge and hands on experience supporting and/or implementing electronic health records.
• Hands on experience renovating and/or relocating a hospital a plus
• Experience with Cerner/Oracle Health and Meditech Client/Server required.
• Strong knowledge and hands-on experience with Health Information Exchanges (HIE)
• Strong knowledge and hands-on experience working with cloud-based computing platforms such as Amazon AWS and Microsoft Azure.
• Extensive involvement with application development, information analysis and reporting, database architecture and state-of-the art information technology.
• Demonstrated skills in the identification of business practice improvements and the application of technology to optimize business processes.
• Dynamic interpersonal skills and the ability to effectively communicate and influence agency leaders and stakeholders, facilitating an understanding of security risks as they pertain to operational strategy and practices.
• Strong critical thinking, problem solving, and cross group collaboration skills; adept at managing relationships both internally and externally.
• Proficiency with Office 365 including Microsoft Teams.
Experience implementing Agile processes in a development environment a plus
